You'll see that the report concludes that they have a limited ability to reason, with a severely limited ability to rise above instinctual programming and show love. They have found the power of the false premise and use it efficiently against one another.
Emissaries have been sent out and effectively ignored. You can see from the report, their debauchery, their lawlessness, their sickness, their suffering. We have found they posess and will employ weapons of mass suicidal thermal destruction and their technology has given them the ability to break their natural bonds at will, thus, we feel they represent a clear and present danger, therefore the council has voted unanimously for immediate annihilation.
